Kindiki puts administrators on notice in crime, illicit brew fight

Administrators will be subjected to a programme similar to performance contracting where they will be expected to achieve set targets in reducing crime, substance abuse and illicit brews, Interior Cabinet Secretary, Kithure Kindiki said yesterday.

He said Regional Commissioners, County Commissioners and Deputy County Commissioners, particularly those working in Central region, will be given set targets to achieve in improving security and fighting illicit brews.

 Kindiki said this will be aimed at eradicating substance abuse and illicit brews in the region.  “Unless we take drastic actions, consumption of illicit brews and substance abuse will wipe out a whole generations in the area,” the CS said when he addressed a public baraza at Wakiriogo stadium in Miharati town, Kipipiri sub county in Nyandarua county.

In the time being, he directed officers under his docket to raid all places making unlicensed and killer brews in the country. He said drug peddlers and brewers of illicit drinks will be treated same way as terrorists and bandits killing people in Rift Valley and other parts of the country.

Fighting drugs and crime

“We must have targets on fighting crime and drugs for security officers from regional to sub county level”, he said.

 He said administrators who achieve or surpass their targets will be rewarded but those who fail will be reprimanded.

“We will have a way to reward the performers and also punish those who fail to deliver. The crime statistics must come down, we are not going to compromise on that, we only need to be serious and have committed officers in my ministry, there is no compromise on that.

 “Just like we have declared war against terrorism, banditry and other crimes we also declare war on drugs and toxic drugs sold and their masters. We are starting serious battles with the sellers of the killer drugs.

 He said drugs abuse is a disaster and “I declare total war, I order the security agents to raid the manufacturing industries and points so that we destroy the trade from the source,” said the CS.

 Responding to various issues raised by local leaders Governor Kiarie Badilisha, Woman Representative Faith Gitau and Kipipiri MP Wanjiku Muhia, the CS promised to take action on all what they requested.

The Governor called for operationalization of administrative units that were gazette in the County but remain without administration officers.

“We have administrative areas where you find one chief serving two assistant commissioners and no assistant chiefs.

“These boundaries need to be regularized for efficient delivery of security services,” said Badilisha.

 Muhia also protested high crime rate in the area and asked for increased police cars, and better facilitation for chiefs.

“Insecurity in Nyandarua is alarming, we appeal for your intervention,” said Ms Muhia.

New sub counties

She noted of newly created sub counties with DCCs posted but with no offices.

Ms Gitau said the county lacks police patrol cars leading to increased rate crime. She also complained of administrative units, some Assistant Commissioners with more than 10 chiefs.

The Woman Rep also urged the national government to give more relief food for the County.

“The drought situation is at its worse in Nyandarua, but there is perception that Nyandarua is a food basket but that has changed with climate change. We appeal for food donations for starving families,” she said.

 Gitau also urged action on the drying Lake Ol Bolossat in the County saying its disappearance would be disastrous and a cartelist for insecurity.

 She said already over 10,000 heads of cattle have been driven to the Lake area by herders who have ran away from drought in Laikipia, Samburu and Baringo counties.

 The CS said the Lake will be fenced off to keep off encroachers and save it from drying up.
