Kindiki: Promotions dispute between IG Koome, NPS has been resolved

Interior Cabinet Secretary (CS) Kithure Kindiki on Thursday announced that the promotions dispute between Inspector General (IG) of Police Japhet Koome and the National Police Service (NPS) has been resolved.

In a statement, Kindiki stated that the latest development comes after a meeting with the National Assembly Committee on Constitutional Implementation Oversight Committee (CIOC) on the mandate of the National Police Service.

Kindiki underscored that the IG and the police commission had amicably agreed that each office would undertake its mandate as outlined in the Constitution.

“While the Inspector General(IG) of Police can not be directed by any person with respect to investigation of any offence(s) and enforcement of the law against any person, the Cabinet Secretary for Interior and National Administration may lawfully direct the IG with respect to any policy matter, such as the policy directive on the transfer of Police officers who have served in one station for at least three(3) years,” the CS said.

NPS and IG Koome were embroiled in a tiff after the latter announced the promotion of over 500 police officers.

The move was strongly opposed by the commission’s CEO Peter Leley who claimed that the promotions were contrary to Article 246 of the Constitution. Leley, while underscoring that the promotions were unlawful and unprocedural declared them null and void.

“The Commission cannot ascertain the merits of the said promotions as there are no related vacancies declared nor approved by the Commission. They were covertly undertaken as there is no single advertisement on the same,” Leley stated at the time.
