Kindiki hails Ruto for initiating process of compensating protest victims
Deputy President Kithure Kindiki has hailed his boss, President William Ruto, for establishing a national framework to coordinate compensation for victims of demonstrations and public protests held since 2017.
In a statement on Saturday, August 9, 2025, Kindiki noted that the head of state had set the bar high in the continent by initiating the process, which would see victims compensated.
Kindiki asserted that the presidential proclamation demonstrated Kenya Kwanza’s commitment to addressing challenging issues directly.
“In establishing the framework for accountability, redress and reparations for harm, injury or loss of life when protests become violent riots, when civilians and security personnel become casualties of the exercise of constitutional rights gone awry, President William Ruto has set the bar very high for Africa and the world in terms of confronting difficult national issues head on,” Kindiki’s statement read in part.

Makau Mutua leading
At the same time, Kindiki extend wishes to Ruto’s Senior Advisor on Constitutional Affairs and Human Rights, Makau Mutua, who was appointed to lead the team in coming up with the framework for compensation.
“A country ready to face its imperfect past is sure of a better and happier future. Godspeed, my professional senior Professor Makau Mutua and Team,” the DP added.

The Mutua-led team will be expected to operate under a 120-day tenure from the date of the proclamation.
The new framework will operate under the Executive Office of the President and will be implemented in collaboration with the Office of the Attorney General, the Ministry of Interior and National Administration, the National Treasury, and other relevant government agencies.
“I, William Smoei Ruto, President and Commander in Chief of the Kenya Defence Forces in exercise of the authority vested in me by the Constitution, do hereby establish a coordinating framework for compensation of victims of protests and riots, which shall be vested under the Executive Office of the President,” Ruto announced.
“There is compelling national interest in establishing a framework for accountability, redress and reparations for victims of demonstrations and public protests.”
