DP Kindiki chairs meeting between governors and Controller of Budget days after brokering truce

Deputy President Kithure Kindiki on Monday, December 16, 2024, held a consultative consensus building and resolution meeting between the leadership of the Council of Governors (CoG) and the Controller of Budget (CoB) Margaret Nyakang’o.

The governors were represented by Wajir governor Ahmed Abdullahi (Chairman, Council of Governors), Nyeri governor Mutahi Kahiga (Vice Chairman, Council of Governors), Kakamega governor Fernandes Barasa (Chairman, Finance Committee), Nandi’s Stephen Sang (CoG Whip), Migori’s Ochilo Ayacko (Chairman, Legal Committee), and Mary Mwiti (CEO, CoG).

Also present during the meeting were John Mbadi (Cabinet Secretary, National Treasury and Economic Planning), Dorcas Oduor (Attorney General), and Teresia Mbaika (Principal Secretary, Devolution).

Taking to his official X account after the meeting, DP Kindiki pointed out that frequent consultations to iron out misunderstandings between County Governments and independent offices like the Controller of Budget are important for greater efficiency, accountability and effective service delivery.

“Devolution is the most transformative governance paradigm under the 2010 Constitution of Kenya. Frequent consultations to iron out misunderstandings between County Governments and independent offices like the Controller of Budget are important for greater efficiency, accountability and effective service delivery,” Kindiki stated.

Kindiki on CoG-CoB misunderstandings

He further cited recent misunderstandings between County Governments and the Controller of Budget on the quarterly reports, absorption of development expenditure and approval of withdrawals from the County Revenue Fund Account, noting that they require urgent resolution to ensure harmonious service delivery by County Governments.

Kindiki brokers truce

The meeting comes just days after DP Kindiki brokered a deal between the governors and the Controller of Budget.

The second in command on December 13, 2024, announced that the Intergovernmental Budget and Economic Council (IBEC) had resolved differences between the Controller of Budget and the Council of Governors.

Kindiki also called for synergy to address persistent delays in the disbursement and utilization of county funds.

Speaking at the 25th Ordinary Session of the IBEC held at his official residence in Karen, Kindiki also stated that the Treasury would release Ksh32 billion for the month of November to counties.
