Kiambu is among counties that do not owe the Kenya Medical Supplies Authority (Kemsa) any money for drugs supplied to its hospitals.

According to a letter by Kemsa chief operating officer Dulacha E. Waqo, Kiambu crossed the 2023/24 financial year without a debt for medical supplies for its over 120 level five to two hospitals.

In a letter on “Confirmation of outstanding debt as of June 30, 2024” sent to Governor Kimani Wamatangi, Waqo said as of June 30, when the last financial year ended, Kiambu owed no debt to the parastatal.

Audit preparation “In line with our end-of-year closing procedure and preparation for audit by the Office of the Auditor General, we have noted in our records, Kiambu county owes Kemsa a total of Sh0 as at June 30, 2024.

We therefore, take this opportunity to thank you for your financial standing with us,” reads the letter.

Wamatangi says besides the drug payments, the county moved into the 2024/25 financial year without a single pending bill for goods and services ordered by the county government.

The county leader added that there are no pending bills for work completed or products and services provided to the regional government during the 2022-23 and 2023-24 fiscal years when he has been in office.

“Kiambu is the only county that transitioned to the 2024-25 Fiscal year without even one outstanding bill from the previous year.

I gave directives that departments should procure any goods and services or even advertise for a project, no matter how big or small it is, unless they have the money. We are running on a cash basis,” Wamatangi said.

The governor said he had implemented a new debt payment discipline that required departments to complete payments for all tenders within 14 days of delivery to prevent the regional government from further falling into bad debts that had harmed its relationships with its contractors and suppliers.
