Kenya hails UN resolution creating Gang Suppression Force in Haiti

Kenya has welcomed the adoption of a new United Nations resolution that strengthens international support for Haiti by creating a dedicated mission to combat gang violence and restore stability.

In a statement shared on its official X account on Wednesday, October 1, 2025, the Ministry of Foreign and Diaspora Affairs said the adoption of United Nations Security Council Resolution 2733 (2025) marked a decisive step towards restoring peace, stability, and dignity for the people of Haiti.

The resolution establishes the Gang Suppression Force (GSF), a UN-backed mission that replaces the earlier Multinational Security Support Mission (MSSM), which had been operational since 2023.

According to the Ministry, the transformation consolidates progress made in the past two years and provides a stronger, more predictable framework to support the Haitian people.

“Resolution 2733 transforms the Multinational Security Support Mission (MSSM), authorised under UNSC Resolution 2699 (2023), into the strengthened GSF, consolidating the progress made in the last 24 months of service,” the statement read.

The new force will consist of over 5,000 personnel drawn from about twelve countries. It will operate under a UN Security Council mandate with robust authority to restore law and order, stabilise critical institutions, and dismantle gangs that have been blamed for widespread violence and human suffering in Haiti. The GSF is also expected to work closely with the Haitian National Police to ensure that gains are sustainable.

Kenya, which has been at the forefront of the mission in Haiti, expressed encouragement over the new structure.

Earlier, President William Ruto said that the success of the Haiti security mission would improve Kenya’s global profile.

The Ministry pointed out that Ruto had already emphasised Kenya’s commitment to Haiti during his recent addresses at the United Nations General Assembly and the Security Council.

“Having led MSSM, Kenya now welcomes this transition. As President William Ruto highlighted in his address both at the United Nations General Assembly and before the Security Council, Kenya has stood with Haiti for two years and fulfilled her duty, even as partnerships evolved and resources shifted,” the Ministry said.

The statement added that the strengthened mission will not only enhance security but also bring new hope to ordinary Haitians by helping to reopen schools, hospitals, and markets, while also protecting vital infrastructure.

“This collective strength will provide Haiti with sustainable security, enhance governance, and create pathways for humanitarian and development assistance,” it read.

Kenya further noted that its leadership in Haiti has demonstrated Africa’s ability to play a central role in global affairs.

“The Haitian example affirms that Africa is not a bystander in global affairs. Kenya’s leadership demonstrates that African states can mobilise and guide the international community in times of crisis,” the Ministry said, adding that the development strengthens the call for Africa to be given permanent representation at the UN Security Council.

On the domestic front, the Ministry assured Kenyans that the country’s involvement in Haiti had been carefully handled to safeguard both personnel and national interests.

In its conclusion, the Ministry praised all countries that contributed to the MSS Trust Fund, singling out Canada, France, Japan, the United States, Algeria, and others. It also recognised the contributions of troop-contributing countries such as Jamaica, Belize, Kenya, and Barbados, and the role of the Dominican Republic in providing emergency transit support.

“Kenya led with courage, demonstrated leadership, mobilised partners, and contributed to the establishment of a stronger international mission.We reaffirm our commitment to continue working with the United Nations and all stakeholders to promote peace, stability, and dignity for the people of Haiti,” the statement concluded.
