Kemsa board concurs with Global Fund in nets tender

The newly appointed Kenya Medical Supplies Authority (Kemsa) board has concurred with the findings of the Global Fund that the tender for the procurement of Sh3.7 billion mosquito nets had queries that led to its cancellation.


The board which had appeared before Senate Health Committee chaired by Uasin Gishu senator Jackson Mandago that is investigating the matter, said it had agreed with the findings of consultancy firm PWC, the local representative of the Global Fund, which found inconsistencies in the evaluation of the tender by the suspended chief executive Terry Ramadhani.


Appearing before the committee, the acting director of procurement John Kabuchi, said the authority will use the said flaws to improve their systems.


The Global Fund board cancelled the initial tender Kemsa had awarded following changes to the specifications and proceed to award the said tender to two other companies.


The two companies A to Z Textiles Millils Limited and Tianjin Yorkool International Trading Companies were among 17 that had applied for the tender.


The move came after PWC’s Partner Francis Muriu, who represented Global Fund told the committee that after Kenya awarded the tender, Global Fund as a norm conducted a review of the said to check on adherence to the current laws but the review differed with the one by Kemsa.
