IPOA launch investigation into fatal shooting of a man in Embakasi
The Independent Policing Oversight Authority (IPOA) has launched investigations into the fatal shooting of Shukri Ibrahim in Mukuru Kwa Njenga, Embakasi, Nairobi, an incident that occurred on the morning of Sunday, January 11, 2026.
In a statement on Monday, IPOA said preliminary findings show that the incident happened at about 6.10am. Shukri Ibrahim was travelling with two other men, as they drove to Imara Daima to deliver a motor vehicle to a client. Along the way, their vehicle was involved in a traffic accident with a matatu.
IPOA stated that a confrontation followed between the two drivers. According to the Authority, the situation escalated after the matatu driver called for reinforcement from colleagues. The three men then drove away from the scene and later parked the vehicle near MCC School before deciding to walk back.
“While walking back, they were intercepted by police officers who ordered them to lie down,” IPOA said.
During the encounter, one of the officers discharged his firearm, fatally shooting Shukri Ibrahim. IPOA confirmed that Ibrahim sustained a gunshot wound to the head and died at the scene.
The Authority oversaw a post-mortem examination conducted later that afternoon on January 11. The examination established that the cause of death was a head injury caused by a single penetrating gunshot wound.

Police officers detained
Following the incident, IPOA arrested the two police officers involved and arraigned them before the Milimani Law Courts on Monday morning. The court granted IPOA’s request for custodial orders and ruled that the officers be detained for 14 days to allow investigators to complete their work.
IPOA said it had already taken several steps as part of the investigation. These include obtaining relevant police documents, documenting the crime scene, recording statements from witnesses and police officers, and securing the post-mortem report.
“The Authority reiterates its commitment to fair, impartial and independent investigations,” the statement read.
IPOA urged members of the public to remain calm as investigations continue. The Authority said it remains in control of the process and will finalise the probe efficiently and within a reasonable time.
The shooting has drawn public attention, with renewed scrutiny on police conduct during routine encounters. IPOA’s involvement places the case under independent oversight, as required by law when police actions result in death or serious injury.
