Inside Ksh386.1B allocation to drive Kenya Kwanza’s Bottom-Up Economic growth plan

The government has allocated Ksh386.1 billion in the 2026/27 financial year budget to support the implementation of the Bottom-Up Economic Transformation Agenda (BETA).

While presenting the 2026/27 budget in Parliament on Thursday, June 11, 2026, Treasury Cabinet Secretary John Mbadi said the funds will be channelled through a value-chain approach targeting key sectors identified under the government’s economic transformation blueprint.

“The implementation of the Bottom-Up Economic Transformation Agenda (BETA) has been allocated Ksh386.1 billion in the FY 2026/27 budget,” Mbadi said.

Strategic priority clusters

He noted that the investment will be deployed across five strategic priority clusters aimed at stimulating resilient and inclusive economic growth while ensuring critical sectors receive adequate funding to drive transformation.

“This investment will be deployed through a value chain approach across five strategic priority clusters to drive resilient and inclusive growth, ensuring key sectors in the transformation agenda are funded to promote growth,” he added.

Budget breakdown

Infrastructure receives the largest share at Ksh138.8 billion, reflecting the government’s continued focus on roads, energy, and other key development projects.

Social sectors have been allocated Ksh119.3 billion to support education, health, and other essential public services that directly impact households.

The finance and production economy sector has been allocated Ksh56.9 billion to strengthen MSMEs, agriculture value chains, and industrial productivity.

Governance and public administration have been allocated Ksh46.1 billion to enhance efficiency in public service delivery and strengthen institutions.

Land and natural resources have received Ksh25.1 billion to support land reforms, environmental protection, and sustainable resource management.
