The Higher Education Loans Board (HELB) has launched an initiative aimed at enhancing the academic pursuits of civil servants across various sectors of the Kenyan government.

The Training Revolving Funds (TRF) seeks to fund employees of the national government, county governments, National Police Service and Teachers Service Commission who wish to further their education.

On Monday, HELB unveiled the TRF program, which offers loans of up to Sh500,000 to eligible civil servants.

The loans feature an ultra-low interest rate of four percent per annum, aimed at making higher education more accessible to public sector employees.

Recognized university

To qualify for the TRF loan, interested candidates must fulfill several criteria including proof of admission from a recognized university or training institution in Kenya, a recommendation letter from their employer, and copies of their three most recent pay slips showing a net pay exceeding one-third of their basic salary.

Additionally, applicants must submit certified copies of their National ID, KRA PIN, National IDs from two guarantors employed within the civil service, and recent passport-size photographs.

According to information available on the HELB website, the TRF is exclusively designated for postgraduate studies and operates in collaboration with the Ministry of Public Service.

The repayment period for TRF beneficiaries extends up to 72 months, facilitated through a check-off system, with interest charged at four percent per year on a reducing balance.

This initiative underscores HELB’s commitment to supporting the educational aspirations of civil servants, promoting professional development within Kenya’s public sector.
