Govt rolls out Huduma Mashinani drive, brings IDs, IEBC registration, and SHA services to villages
By Mustafa Juma, July 18, 2026The government has stepped up efforts to bring public services closer to wananchi after rolling out another Huduma Mashinani outreach programme, allowing residents to access key government services without travelling long distances to Huduma centres.
Residents of Kieni East Sub-County in Nyeri County are set to benefit from the latest mobile government service caravan scheduled for Saturday, July 18, 2026, at Mbiriri Comprehensive Primary School.
Huduma Kenya, in a public notice issued via social media on Friday, July 17, 2026, said the outreach, organised by Huduma Centre Nyeri in partnership with the Government Delivery Unit (GDU) and the National Gender and Equality Commission (NGEC), will offer more than ten essential government services under one roof.
Among the services available are the processing of new and duplicate national identity cards, issuance of birth and death certificates, Social Health Authority (SHA) services, Women Enterprise Fund (WEF) services, registration of self-help groups, Higher Education Loans Board (HELB) services, police abstracts, pension services, Ministry of Health services and Independent Electoral and Boundaries Commission (IEBC) voter registration.

The initiative is part of the government’s broader strategy to decentralise service delivery by taking critical public services directly to communities, particularly in rural and underserved areas where residents often incur significant transport costs to access government offices.
The latest outreach also comes as Kenya intensifies preparations for the 2027 General Election, with voter registration emerging as one of the government’s key priorities.
By incorporating IEBC registration into the Huduma Mashinani programme, officials hope to increase the number of registered voters by reaching eligible citizens closer to where they live.
Bringing services closer to wananchi
Huduma Mashinani is an extension of the Huduma Kenya Programme, which was established in 2013 to improve access to government services through one-stop service centres across the country.
While Huduma Centres have significantly reduced the time required to obtain government documents and services, the mobile outreach programme goes a step further by taking those services directly to villages, schools, markets and other community centres.
Previous Huduma Mashinani outreaches have enabled Kenyans to apply for identity cards, birth certificates, certificates of good conduct, healthcare services and education-related support without travelling to urban centres.
Wider government services
The programme has continued to expand over the years as more government agencies integrate their services into the mobile platform.
In addition to identity registration and civil registration services, recent outreach has incorporated healthcare initiatives, social protection programmes, education financing, pension services, and digital government services.
The government has also been using Huduma Mashinani to support the rollout of major national programmes such as Taifa Care, affordable housing services and other citizen-focused initiatives.
Reducing travel costs
For many residents in remote areas, the outreach eliminates the need to spend hours travelling to Huduma Centres located in county headquarters.
Instead, multiple government agencies converge at a single location, enabling wananchi to access several services in a single visit.
The Nyeri outreach is expected to attract residents seeking identity documents, voter registration, healthcare services, HELB assistance and other government services as the administration continues its push to enhance service delivery at the grassroots level.
Huduma Kenya has, in recent years, increased the number of Mashinani outreaches across the country as part of efforts to ensure that no Kenyan is left behind in accessing government services, particularly those living far from established Huduma Centres.
