Kenya Union of Clinical Officers (Kuco) wants the Social Health Authority (SHA) board disbanded for allegedly causing chaos in the implementation of the health scheme.

The union said the board has failed to advise the government on how the scheme should have been seamlessly implemented.

Kuco Secretary General George Gibore and Chairman Peterson Wachira claimed the board has been feeding the government with misinformation, leading to challenges. “We want the entire SHA board disbanded immediately because of its inefficacy, which has been a key factor in the failure of SHA.”

The Kuco officials claimed that the failure of SHA was not due to the system itself, but the leadership and technocrats responsible for its implementation.

They claimed that by refusing to allow clinicians to be empanelled in Level 2 and 3 facilities, where the majority of financially struggling patients seek care, SHA’s rollout was being deliberately delayed.

Blocked access

They argued that while payments to SHA have been made easy, accessing treatment—especially those requiring preauthorisation—takes far too long.

They also said doctors presented the system as a failure to profit from the crisis.

They revealed that clinical officers have been blocked from accessing the system to promptly administer treatment, particularly in Level 3 and 4 facilities. “Despite their roles in patient care, they are denied the opportunity to issue pre-authorisations, preventing timely access to necessary treatment,’’ said Wachira.
