County Assembly blames Bii, Mandago for stalled county projects

The row surrounding the slow implementation of multi-billion-shiiling projects in Uasin Gishu county has now found its way into the local assembly.

Yesterday, the assembly faulted the administrations of Governor Jonathan Bii and his predecessor Jackson Mandago for the slow implementation of and stalled projects, some initiated 10 years ago.

The County Assembly observed that Bii’s administration has been allocating finances towards construction of gubernatorial flagship projects since 2013 but there is little on the ground to show for it.

It cited the construction of Chagaiyaa High Altitude Training Camp, Kapsiliot Hills Monument for Tourism, Kapchunga Dam in Moiben sub-county, 64 stadiums, Chebolol special school and various health facilities.
Public Accounts and Investment Committee Chairperson Gilbert Kosgei sought a statement from the chairperson of the Committee on Implementation seeking an explanation on the status of the projects since 2013.

“There have been budgetary allocations to funding County Investments which are intended to generate revenue for the county prudence and responsible use of public funds is a principle of good governance and financial management as enshrined in Article 201(d) of the Constitution of Kenya,2010,” said Kosgei.

Projects the wants an explanation on their status include: MoySoy Farmers Co-operative Society, Chebororwa Agricultural Training Centre (ATC), Agricultural Machinery Services (AMS) and all county machinery equipment. Others are sub-county hospitals in Moiben, Burnt Forest, Ziwa, Kesses and Turbo.

In his address to the Assembly last month, Bii raised concern over stalled development projects he inherited from Mandago amounting to Sh5.45 billion and called on the assembly to intervene.
