Cherargei demands enhanced oversight in county revenue automation systems over leakage concerns

Nandi Senator Samson Cherarkey has sought a statement from the Senate Standing Committee on Finance and Budget on the status and effectiveness of county revenue automation systems, citing concerns over continued revenue leakages despite heavy public investment.

According to a statement by the Parliament of Kenya on Thursday, July 16, 2026, Cherarkei said reports by the Auditor-General and the Commission on Revenue Allocation (CRA) indicate that many county governments continue to experience revenue losses, incomplete implementation of automated systems and poor value for money.

The senator argued that the shortcomings have undermined accountability, prudent financial management and efforts to boost counties’ own-source revenue.

“Senator noted that despite significant public investment in automated revenue collection systems, reports by the Auditor-General and the Commission on Revenue Allocation (CRA) have revealed persistent revenue leakages, incomplete implementation of automation systems and concerns over value for money,” the statement read.

Comprehensive update on status of revenue automation systems

In his request, Cherargei asked the Finance and Budget Committee to provide a comprehensive update on the current status of revenue automation systems in all 47 counties, including whether the systems have been integrated with the Integrated Financial Management Information System (IFMIS).

He also wants the committee to disclose the amount of public funds spent on procuring, implementing and maintaining the automation systems, and assess whether the investments have translated into improved own-source revenue collection.

Measures to seal revenue leakages

Additionally, the senator called for an explanation of the measures being taken to seal revenue leakages that continue to affect county governments.

Cherarkei further urged the committee to clarify whether the procurement, implementation and management of the automation systems complied with the Public Procurement and Asset Disposal Act and other public finance laws.

He also wants the committee to outline the policy, legal and administrative reforms being pursued to strengthen accountability, improve efficiency and enhance transparency in county revenue collection.
