CA opens public review on Kenya’s telecom market structure
By Kenneth Mwenda, December 9, 2025The Communications Authority of Kenya (CA) has opened the next stage of its review of the country’s telecommunications market structure, according to public notice on Tuesday, December 9, 2025. The regulator has now published all public comments received from stakeholders and members of the public, along with its official responses.
The CA, which operates under the Kenya Information and Communications Act of 1998, regulates the wider ICT sector. Its mandate covers telecommunications, cyber security, e-commerce, broadcasting, and postal and courier services. It also manages Kenya’s numbering and frequency spectrum resources and oversees the Universal Service Fund. The Authority further protects the interests of users of ICT services.
CA opens validation stage
Under Section 24(1) of the Act, the CA has the power to license all entities that operate in the ICT sector. It currently uses the Unified Licensing Framework (ULF), a technology- and service-neutral system that was last amended in 2014. In December 2024, the Authority launched a public review of the ULF to assess how the framework should evolve in line with current sector needs.

After inviting submissions last year, the CA has now released a full set of the comments it received and its responses to them. The documents are available on the Authority’s website through the published findings page.
“Following the Public Notice of 23rd December 2024 regarding the ongoing review of the Telecommunications Market Structure under Unified Licensing Framework (ULF) and subsequent receipt and consideration of comments from stakeholders and the general public, the Authority has prepared responses to the submissions received and published the same on the website,” the notice read.
The CA is now calling on stakeholders and the public to review the published material and take part in a Validation Workshop on December 17, 2025. The workshop will start at 9:00 am and will give participants a chance to discuss the responses and offer final input before the review moves to the next stage.

The CA says the ongoing review is part of its duty to maintain transparency and involve the public in regulatory decisions. It adds that it remains committed to ensuring that Kenya’s telecommunications framework supports fair competition and protects consumers as technology and market conditions continue to change.
