Anti-graft body has recovered Sh13b public assets in 5 years

The Ethics and Anti-Corruption Commission (EACC) says it has recovered public assets worth Sh13.2 billion in the past five years.

This follows conclusion of 180 graft cases, which EACC had filed in court between 2014 and 2019, out of which 130 or 70 per cent of them resulted in convictions and money recovered.

In a report titled “Status of the fight against corruption by the Ethics and Anti-Corruption Commission (EACC)”, the agency indicates that it was on course to winning more graft convictions.

“In the last five years, 844 cases were investigated, concluded and reports of the outcome submitted to the Director of Public Prosecutions (DPP) with various recommendations,” the report reads in part.

The report released on Monday also shows that during the reporting period, the anti-graft body averted loss of at least Sh20.4 billion through proactive investigation and disruption of corruption networks.

County Executives and Assemblies of Nyandarua, Kitui, Narok and Vihiga were among counties where corruption risk assessments helped to combat graft.

High profile individuals whose cases were successfully convicted include Sammy Kipngetich Kirui, former Permanent Secretary Ministry of Local Government, who was convicted for abuse of office in the cemetery land case.

John Gakuo (deceased), former Nairobi Town Clerk, was convicted for willful failure to comply with law relating to procurement in the cemetery land case.

Peris Chepchumba, former MP Eldoret South,was convicted for failure to comply with procurement laws in Eldoret South CDF case and Joy Gwendo, former Senator, convicted for abuse of office and issuing bad cheques.

Assets recovered include: various parcels of land belonging to Kalro in Naivasha (Sh8.7 billion), University of Nairobi land in Kilimani area (Sh2 billion), Race Course Primary School playground (Sh700 million),  and Kenya Railways Corporation property in Kisumu (Sh30 million).
