Why Caleb Amisi wants IEBC to postpone all by-elections

Saboti Member of Parliament (MP) Caleb Amisi wants the by-elections taking place across 22 zones called off and postponed to a later date.

While speaking during a presser on Thursday, November 27, 2025, amid tensions across the majority of the by-election centres, Amisi urged the Independent Electoral and Boundaries Commission (IEBC) to treat the matter as urgent and call off the elections until peace prevails.

According to Amisi, it is the first time the country is witnessing violence in all the electoral areas.

Amisi further called upon the electoral commission to step up and prioritise the protection of human life by postponing the elections.

“IEBC must take this matter with utmost urgency, to prioritise the protection of human life, adherence to the law, and preservation of public peace in all areas conducting elections by postponing them to a later date when peace prevails,” Amisi said.

He went on to blame the police, saying that they have exercised some laxity while handling the by-elections and that it was not the IEBC’s fault.

According to him, the IEBC’s major role is to police and facilitate a smooth electoral process, and it is up to other players, such as the National Police Service (NPS), to ensure peace in all electoral areas.

“The failure has been on the side of the police and security apparatus. We must call them out, and we must not let the mistake of the police fall on the IEBC. The IEBC has no problem; it has set out the system. It is purely a policing institution; they need to be supported by the security apparatus,” Amisi said.

He expressed his disappointment in Kasipul Kabondo, where Homa Bay Town MP Peter Kaluma was seriously injured after a confrontation with supporters of area parliamentary candidate Philip Aroko.

He also condemned the arrest of Malava DAP-K candidate Seth Panyako, saying there is no way a candidate can be arrested on polling day.

Amisi further predicted a repeat of what has happened across the 22 by-election centres, saying that if the relevant authorities cannot secure even a few constituencies at the moment, the same situation will occur in 2027 across all 290 constituencies.

Violence in polling areas

These comments come after violence has been experienced across different areas. In Kasipul Kabondo, MP Kaluma was roughed up, while in Malava, DAP-K candidate Seth Panyako has faced a number of hurdles, including his car being damaged.

In Mbeere North, former Cabinet Secretary Justin Muturi earlier confronted a voter at the Siakago polling station, while Public Service Cabinet Secretary Geoffrey Ruku was chased out of a polling station.
