Senators want three Cabinet Secretaries censured for skipping  plenary sessions to answer questions concerning their dockets.

Yesterday Prime Cabinet Secretary who is also the Foreign and Diaspora Affairs CS Musalia Mudavadi, his National Treasury counterpart Prof Njuguna Ndung’u and Energy boss Davis Chirchir failed to appear before the Senate to answer to questions.

 This irked the Senators, calling on their Speaker Amason Kingi to censure the CSs and ensure they were brought before the House to respond to lawmaker’s questions.

 This is after Kingi informed the House that although the business of the day was to hear the CS, none of the lined up had come, they sent their apologies with some like Mudavadi sending his apology on Wednesday morning.

Delegated duties

 “We have received a letter from the Prime Cabinet Secretary that he is unable to attend because he is out of the country on delegated duties. A communication was received from the National Treasury CS indicating that he had prior arrangements to attend COP28 being held in Dubai. It means therefore that we have no CSs to respond to the questions this morning,” said Kingi.

“We have over 60 questions in the queue. We could not pick other questions because we were convinced that there was no communication contrary. Indeed in failing to appear before this House is the epitome of discourteousness. This House is not a House of lamentations, it is a house of actions.”

“Our action must be on Constitution, statutory law and the Standing Orders. If I had the power to punish the CSs, that day would be now. The punishment that a CS invites for non-attendance for purposes of responding to the questions.”
