‘Release the data!’ – Passaris confronts Duale over Ksh11B SHA funding concerns
By Cynthia Lodite, January 29, 2026Nairobi Women Representative Esther Passaris has raised concerns over the Social Health Authority payments, demanding for trasparency from the Ministry of Health, Cabinet Secretary Aden Duale.
Taking to her official X account on Thursday, January 29, 2026, the Nairobi legislator raised concerns mismanagment of the Social Health Authorities fund raised by Kenyans.
According to Passaris, while criticising SHA’s mismanagement, she explains that the amount Ksh11Billion could instead equip hospitals with lifesaving machines and medicine, hire and pay thousands of healthcare workers for years.
“KSH 11 Billion! That number is no pocket change. That money could equip hospitals with lifesaving machines and medicine, and hire and pay thousands of healthcare workers for years. I believe in SHA,” Passaris said.
However, contrary to her opinion, dozens of funds get swindled while Kenyans faithfully commit to making the monthly contributions to Social Health Authority.
On the other hand, Passaris, while describing the pain Kenyans endure, contributing to the fund, also explained how Kenyans still suffer due to mismanagement, system weaknesses, and corruption risks at the watch of the Authority.
“I believe in Universal Healthcare. However, it is painful when citizens’ salaries are deducted to support social health programs, yet Kenyans still suffer due to mismanagement, system weaknesses, and corruption risks,” she stated.
Passaris has called out Aden Duale, demanding a release of full SHA payment data to be able to examine loopholes that ought to be sealed.
“Whether paid out or intercepted, the fraudulent attempt itself exposes serious loopholes that must be urgently sealed. I am calling on the CS for Health, AdenDuale to release full SHA payment data,” Passaris added.

On her part, Passaris demanded that Duale release data from ghost patients to fake hospitals.
“From ghost patients to fake hospitals, we must expose leakages, flag fraud, and ensure public funds are protected. Our healthcare system is in critical condition. It needs urgent CPR. That CPR is transparency and accountability,” she explained.
While maintaining her support for the Government, Passaris also schooled leaders on accountability in leadership.
“I support the good the government is doing, but I will equally call out the failures. Accountability is not opposition; it is leadership. As leaders, we must work for Kenyans and protect the trust they have placed in us above all else. SHA must work. And it will only work if trust, transparency, and consequences go hand in hand,” she added.
