Mombasa governor opposes one man, one vote, one shilling formula

Mombasa Governor Abdulswamad Nassir has openly opposed the one man, one shilling formula in revenue sharing.
Speaking on Monday, June 17, 2024, at RG Ngala Grounds in Mvita during Eid Ul Adha, Nassir argued that the formula would starve some counties’ resources.
Governor Nassir criticised the proponents of the formula pointing out that the formula will affect developments in other counties.
“As the county of Mombasa, we have to stop being selfish because if we say that we shall only look at our interests, then other counties including Lamu would be greatly affected,” Nassir stated.
At the same time, he argued that the formula would also disadvantage the coastal counties which majorly depend on agricultural produce from other parts of the country.
Nonetheless, Nassir has challenged those championing the one-man, one-vote, one shilling formula to look at both the advantages and the downsides.

Mombasa governor differs with Raila
Nassir’s stance is different from that of his ODM Party leader Raila Odinga. On June 6, 2024, Raila backed calls for the one man, one vote, one shilling model advocated by Deputy President Rigathi Gachagua and a section of leaders from the Mt Kenya region.
The former Prime Minister affirmed his support for the model, noting that its essence had been misinterpreted by a large section of Kenya’s population.
“One of the points that was discussed extensively during the deliberations in Limuru is the issue of resource sharing. Somehow this thing has been misrepresented as if it is discriminating parts of our country,” Raila stated.
Raila insisted that the formula is key to achieving an equitable share of revenue.
“Nothing could be further from the truth. It is not a question of discrimination. We want to ensure that each and every Kenyan gets a fair share of resources. This is what it is. It cannot be right that some children should get more money as bursaries than other children in other parts of the country.
“This is a conversation that if we have openly, we will be able to convince majority of our people that that is the right way to go and that is why we had proposed it in the BBI. We want to ensure that each and every Kenyan is treated and that is why we agree with this ‘one man, one vote, one shilling.’ I totally agree with it. It may not be popular in some quarters but let us have this conversation,” Raila stated.
