Maraga unveils 5-point economy plan in response to Ruto’s dare

Hours after President William Ruto dared the opposition to unveil their agenda for Kenyans to prove that they have the vision and plan to run the country, former Chief Justice David Maraga has unveiled a five-point agenda aimed at revitalising the economy.

Speaking in Kisii on Saturday, November 22, 2025, Ruto asked the opposition to show Kenyans their intelligence.

“I saw some friends complaining that citizens say that they are not intelligent, let me ask them, now let’s say you are intelligent, why don’t you show us your intelligence?” Ruto posed.

Maraga’s plan

In a quick rebuttal on Saturday night, November 22, 2025, Maraga unveiled his agenda, with the core being to reject the labour export and rebuild capacity at home.

Maraga announced that he would shrink the cost of politics, hard-capping debt service near Ksh 600 billion, cancelling fraudulent or idle contracts, and freezing non-essential borrowing.

” My government will seek to find efficiencies and deploy previously wasted funds to serve Kenyans. This is necessary to ensure macroeconomic balance and reduction of the crowding out effects of the current administration’s policies,” he explained.

Job creation

On job creation, the United Green presidential flag bearer detailed that if elected, his administration would introduce reforms intended to allow the capital markets to play their rightful role in nation-building and allowing free-flowing capital to boost productivity and investment.

He also vowed to remove unnecessary regulations, hiking the cost of doing business in Kenya.

“Third, we will introduce the National Youth Apprenticeship program, which will fund upskilling for youth ages 18–30, with employer rebates and guaranteed placements—with a projected 4 million youth working by Year 3, yielding an estimated Ksh576 billion per year in new revenue once scaled,” he explained.

Exporting ideas

Instead of exporting labour, Maraga disclosed that if elected, his administration would prioritise implementing an infrastructure to unlock immense wealth through Kenya’s intellectual property rights, which will play a key role in producing and exporting ideas, patented inventions, products, and services.

Fighting corruption

“Fifth, I will face corruption head-on. We do not need new laws. We just have to implement the law, starting with me. My family and I will not do business with government. As my record on digitisation shows during my tenure as Chief Justice, we will digitise all procurement and government business,” the former CJ remarked.

“Once and for all, we will fight corruption with the seriousness this national crisis deserves, end leakage with full e-procurement, real-time budgets and dashboards, and pursue aggressive prosecution and recoveries.”
