Maraga: Ruto has lost legitimacy as president
By Joel Masibo, November 4, 2025Former Chief Justice David Maraga has accused President William Ruto of mismanaging the country, noting that the Head of State has lost his legitimacy as the country’s leader.
Speaking on a local TV station on Tuesday, November 4, 2024, the United Green Movement Party (UGM) leader said that for a president to preside over orders that are meant to harm the people is a true revelation that he has failed in his mandate.
Maraga referred to President William Ruto’s failure in office at the June 2024 anti-finance bill protests that left scores dead and dozens injured as protesters were met with the harsh brutality of the police.
”If you can issue shooting orders against young people going to the streets to protest the finance bill, then you have lost the legitimacy as the President,” Maraga noted.
The UGM party chief went ahead to explain that the current administration led by President William Ruto has failed in almost every sector.
”Look at the current economy; Kenya’s economy is pathetic. The challenge of unemployment in this country is to revive the economy. We have what it takes to create employment among young people,” Maraga said.

The retired CJ, who is also seeking to unseat President William Ruto in the 2027 presidential polls, said that if he wins the presidency, he will uphold the rule of law. Maraga said a president must be at the forefront to rule while obeying constitutionalism.
”I would get every Kenyan to obey the law, starting with the president, because the president is not above the law. Once I do that, I will require everyone working under me to comply with that,” Maraga said.
Touching on education matters, David Maraga faulted the present government for lacking solution-oriented policies amid the university staff strike. Maraga said his administration will set aside the education fund to keep teachers and learners in class.
”I will set up an education fund for the better. We are losing a semester because of the strikes. We want children in class,” Maraga added.
Meanwhile, David Maraga said that those who wish to work with him in the quest to form the next government must be people of integrity, as Kenyans want fundamental change over cosmetic change.
