Kajiado North MP gives Ruto demands over SHA and university funding

Vocal Kajiado North Member of Parliament Onesmus Ngogoyo has stated that President William Ruto lacks moral authority to address critical national issues such as health and the economy.

Speaking on K24 television on Tuesday, August 4, 2025, the legislator who has openly been criticising the current regime launched an attack on Ruto, insisting that the Head of State must vacate office for Kenya to effectively address key national challenges.

Ngogoyo spoke amid growing public concern over the Social Health Authority (SHA) malfunctions and confusion, rising discontent over the university funding model, and questions surrounding the effectiveness of the Hustler Fund.

“For us to sort out the issue of SHA, sort out the issue of University Funding, the issue of extrajudicial killings, William Ruto must go. That is where we start. William Ruto has no moral authority,” Ngogoyo asserted on K24‘s Amka Kenya breakfast show.

His remarks come at a time when public scrutiny of the SHA has taken centre stage in the country. Kenyans have been reporting varied difficulties in accessing healthcare services using the national medical cover.

Ngogoyo also questioned the government’s sincerity in tackling extrajudicial killings, suggesting that the regime lacks the political will to bring justice and reforms within the security sector.

The Member of Parliament further expressed deep concerns over the state of the Hustler Fund, a flagship initiative of the Kenya Kwanza administration initially launched to offer affordable credit to ordinary Kenyans, especially those in small businesses.

“The president is conflicted in the Hustler Fund. It is no longer what it was. That program was to provide loans to groups and individuals. The resources that were going to the runners of the system were more than facilitating the individuals who were going to take the loans,” Ngogoyo noted.

According to the MP, the fund, once hailed as a transformative tool for economic empowerment, has lost direction and integrity. He suggested that a significant portion of the Hustler Fund’s resources have ended up benefiting bureaucrats and system administrators rather than the intended recipients.

Ngogoyo’s comments come as a growing section of the political class and civil society continues to express frustration with the Ruto administration’s handling of economic and governance matters, especially in light of the ongoing economic hardship experienced by many Kenyans.

Ngogoyo’s statement has laid bare emerging dissent within the ranks of leaders who were either elected under or aligned with the ruling party, United Democratic Alliance (UDA), indicating that internal political fault lines may be widening as public disillusionment mounts as the 2027 general elections heat up.
