Professor Peter Kagwanja has called on President William Ruto to admit that he has failed to deliver on his promises to the hustlers during his 2022 campaigns.

Speaking on a local radio station on Tuesday, December 16, 2025, Kagwanja emphasised the importance of telling the public the truth, asserting that acknowledging shortcomings is crucial for accountability and progress.

“And we must learn to tell our people the truth, and the truth is the only one that will save us. We have failed to deliver to the hustlers,” he stated.

He criticised the president’s Bottom-Up Economic Transformation agenda, stating that it has not delivered the expected results, and suggested that the government should consider shifting to a top-down economic approach.

Kagwanja’s comments come at a time when President Ruto aims to position Kenya as a first-world country by 2050.

The president believes that the Ksh5 trillion National Infrastructure Fund (NIF) will serve as a key pathway toward this goal.

The fund, approved by the Cabinet on Monday, December 15, 2025, is designed to draw resources from the proceeds of privatising key government projects, including the Ksh244 billion Safaricom privatisation programme and the sale of the Kenya Pipeline Company (KPC).

The Cabinet has approved that the NIF will be managed by a private liability company, with a portion of the proceeds allocated to a Sovereign Wealth Fund (SWF), pending approval from the National Assembly. This arrangement is intended to preserve part of the revenue from privatised government assets for future generations.

Finance cabinet secretary John Mbadi had set the record clear on the usage of the fund; he had earlier before cabinet approval that it wont be used for debt repayment but for commercial development

“It is not going to be spent on anything else, apart from infrastructure development, and not just commercially viable public infrastructure projects; that is the bottom line,” Mbadi stated
