State Department of Roads got the lion’s share of the government’s development expenditure in the 2022/23 fiscal year budget implemented separately by President William Ruto and predecessor Uhuru Kenyatta administration.
The department which tops the 10 Ministries, Departments and Agencies (MDAs) with the highest expenditure on development spent Sh87.1 billion, followed by the National Treasury with Sh64.7 billion. It had received a budgetary allocation of Sh170.79 billion.
Water, Sanitation and Irrigation Department which houses various dams being constructed around the country spent Sh45.81 billion closing on the top three heavily invested sectors in development by the government.
According to the National Government Budget Implementation Review Report for the financial year 2022/23 released by the Controller of Budget, the teaching sector had the highest recurrent expenditure of the two governments where Teacher Service Commission got Sh298.7 billion.
The budgetary allocation to the Education sector in FY 2022/23 was Sh544.52 billion, revised to Sh567.04 billion in Supplementary Budget I, and Sh568.22 billion in Supplementary Budget II, compared to Sh527.28 billion allocated in FY 2021/22.
The Ministry of Defence followed with almost half the teachers’ budget with Sh135.52 billion while the State department for Interior and Citizen Services accounted for Sh108.1 billion for the financial year under review.
Other critical departments including the Ministry of Health spent Sh68.95 billion, Early Learning and Basic Education spent Sh103.92 billion and the Roads department at Sh66.6 billion spent Sh21 billion less of its development expenditure.
