Lake Basin Mall: Onyango Oloo, 10 others charged with fraud

Kisumu County Assembly Speaker Onyango Oloo, former LBDA managing director Peter Aguko and Bobasi Member Parliament Innocent Obiri have been charged with several charges relating to inflation of the cost of the Lake Basin Mall.

Appearing before Milimani Anti-Corruption chief Magistrate Douglas Ogoti, the 11 accused persons and companies denied charges of conspiracy to defraud, willful failure to comply with procurement laws, engaging in construction of a project without prior planning and abuse of office among others.

The speaker is accused of conspiring with the contractors to defraud the public billions of shillings.

Oloo, Aguko and the MP are charged alongside the mall’s board members, tender committee members, contractors among other suspects.

They include Albert Ojango Omondi(InternalAuditor) Nelson Ouma Onyango (Production Technologist), Teresa Achieng Ochaka (Former Supllies officer)and Former board members  Micheal Obora, Denis Sebastian Mulaa, John Nyera mango.

Oloo and Aguko are charged that between December 18 and 19, 2014 in Kisumu county, the accused persons being members of the Lake Basin Development Authority board of directors jointly improperly conferred a benefit of Sh 1.3 billion to Edemann Property by irregularly approving the variation of the contract for the authority’s lower Kanykwar phase from Sh 2.4 billion to Sh 3.7 billion.

The court is expected to rule on their release on bail at 3:30pm today.
