A journalist has moved to court to challenge the recruitment process for positions of Principal Secretaries whose application deadline lapsed on Tuesday.

Albert Nyakundi Bichanga has sued the Public Service Commission (PSC) and its Chief Executive Officer Simon Rotich challenging the requirements outlined for the position on grounds that they are discriminatory.

PSC on September 7 advertised for the post of a principal secretary where applications were to be submitted by September 20. However on September 20, the commission gave an extension of the closing date for applications to September 27.

Nyakundi in his suit papers claims the advertisement for the vacancies for the post of Principal Secretary was illegal and discriminatory for requiring applicants to have ten years relevant professional experience, five years of which should have been in a leadership position or at a top management level in the public service or private sector.

“This means applicants who have no experience at all or have experience of between 1 to 9 years professional experience and less than five years in top leadership or management are not eligible despite having other relevant qualifications,” Nyakundi says in court documents.
