Supply of milk, uniform to Huduma Centres irregular, Auditor General says
Auditor General Nancy Gathungu has raised concern about unsupported and irregular supply of milk, uniform and cleaning services to Huduma Centres.
In a report tabled in the National Assembly last week, Gathungu said the department of Public Service could not provide documents to confirm the products were actually supplied while in some cases they breached the procurement laws.

Gathungu also faulted the department over unsupported adjustments in respect to 12 items totalling to Sh45.6 million, saying no supporting documents and journal vouchers were provided to back the changes.
The 12 items include operating expenses, foreign travel, hospitality supplies and services, utility supplies, communication supplies, training expenses, routine maintenance as well as office and general supplies.
“ The accuracy and completeness of the reported expenditure of Sh15,510,303, 215 for the year ended 30 June 2021 could not be confirmed,” said Gathungu.
With respect to the supply of milk to various Huduma Centres at an a cost of Sh1.7 million, Gathungu pointed out that the counter receipt voucher dated October 30,2021 showed that the milk was taken on charge approximately 25 days after delivery was done.
She further noted that the management failed to provide a certificate by the Inspection and Acceptance Committee to authenticate receipt of the milk which was contrary to section 48 of the Public Procurement and Asset disposal act 2015 which requires immediate inspection of goods after delivery.
